Heat olive oil and 2 tbsp butter in a large skillet over medium-high heat.
Add shrimp, season with salt and pepper, and cook 1 minute per side until just turning pink. Remove shrimp to a plate.
Reduce heat to medium. Add minced garlic and red pepper flakes. Cook 30 seconds until fragrant.
Pour in white wine and lemon juice. Turn heat back up and let liquid bubble and reduce by half (about 2–3 minutes).
Reduce heat to low. Whisk in remaining 2 tbsp butter until sauce is smooth and emulsified.
Return shrimp to the pan, toss to coat in the sauce, and heat 1 minute until cooked through. Stir in parsley and serve over pasta, zucchini noodles, or with bread.
