Place quartered potatoes in a microwave-safe bowl with a splash of water. Microwave 4–5 minutes until just fork-tender. Drain well.
Season steak cubes generously with salt and pepper.
Heat 1 tbsp olive oil in a large skillet over high heat. Add steak bites in a single layer and sear 1–2 minutes per side to get a nice crust. Remove steak to a plate.
Reduce heat to medium. Add remaining 1 tbsp olive oil and par-cooked potatoes. Cook 4–5 minutes until crispy and golden brown.
Push potatoes to the side, melt butter in the center, and add garlic and rosemary. Cook 30 seconds until fragrant.
Return steak to the pan, toss everything together in the garlic butter for 1 minute, and serve.
